In San Marino, a traditional ceremony marking the change of heads of state took place. The office of the Captains Regent is a defining feature of the country’s political system. Two heads of state serve concurrently with equal powers, a structure designed to prevent the concentration of authority. Decisions are taken jointly, and each office-holder can act as a check on the other. The newly appointed leaders come from different professional backgrounds. Mina is a lawyer with experience in public administration and institutional work, while Selva is a politician and former journalist who has also served in parliament.
The institution of the Captains Regent dates back more than seven centuries. The first recorded appointments were made in 1243, and the system is often traced to the traditions of the Roman Republic, where power was shared between two consuls. Despite the passage of time, the model has remained largely unchanged and is considered one of the oldest continuous systems of governance in the world.
The Captains Regent are elected by the country’s parliament, the Grand and General Council, for six-month terms. The short duration of office is intended to ensure regular rotation in leadership and limit the risk of power being entrenched.
